Sean Circle is a short dead-end street of about 340 feet in East Billerica, branching east from Jennifer Circle to a turnaround near Allen Road. The two streets were laid out together on the "Definitive Subdivision Plan, Webb Brook Common, Billerica, Massachusetts," drawn by the Meisner Brem Corporation for the Kasher Corporation of 66 Pinehurst Avenue and dated February 26, 1994, with revisions of May 10 and August 16, 1994. The planning board approved it on September 13, 1994, and it was recorded the next day (Plan Book 186, Plan 68). The BAHA Realty Trust was named as owner of record. As a residential cluster development it divided 21.76 acres into twenty-seven house lots of 15,000 square feet, a common area of 1.31 acres (Parcel A) and 9.09 acres of open space (Parcel B) subject to a conservation restriction; the old house at the corner stood on a separate lot left out of the subdivision. Sean Circle served lots 17 to 23 of the plan.

The land was the old farm at the corner of Webb Brook Road and Allen Road. After a tax taking by the town in 1992, the Federal Deposit Insurance Corporation, as liquidating agent of the Lowell Institution for Savings, foreclosed on it in February 1993 and in April 1993 sold the farm, with the buildings, to the trustee of the BAHA Realty Trust for $450,000. On October 7, 1993, at the second session of a special town meeting, the town rezoned about 21.7 acres there from Neighborhood Residential and General Business to Village Residential with a Residential Cluster Overlay, adopting Article 12, a citizens' petition, by a rising vote of 130 to 5. The houses were built in 1994 and 1995 by the Kasher Corporation. The plan does not explain the name Sean, and its origin was not found.

Sean Circle remained a private way until the annual spring town meeting of 2011. At its sixth session, on May 19, 2011, the town voted under Article 36, submitted by the planning board, to accept "Sean Circle for its entire length within the Webb Brook Commons Subdivision," together with Jennifer Circle, in accordance with the layouts adopted by the Board of Selectmen.
